How they cast. A scroll is consumed when you read it and casts the spell once. A rune sits in your hotbar and can be cast again as often as your mana allows. Both spend mana with every casting, and neither obeys you until you have learned to read magic and reached the third circle.
How to get it
No merchant of the Valley is known to keep this one on the shelf. Spells like it are found out in the world or handed over as a reward for those who earn the trust of the mages.
