The Tavern key opens Tavern cave door in New Camp. Silas of New Camp carries it. Pickpocket during their daily routine for a clean steal, or knock them out and loot the unconscious body if stealth fails. Stealing it before combat is recommended - confronting the owner risks faction reputation and may lock you out of nearby quests.

If you would rather pick the door, a lockpick from any merchant works on it; the Tavern key just removes the dexterity check and the chance to break a pick mid-rotation while you are in New Camp.
