The Exchange Zone key opens Exchange Zone loot cage in Exchange Zone. It is recorded here for completeness; the bytecode does not bind it to a free-roam lock, so the wiki labels the entry as a scripted plot trigger.
If you would rather pick the container, a lockpick from any merchant works on it; the Exchange Zone key just removes the dexterity check and the chance to break a pick mid-rotation.

Exchange Zone には この錠が当索引で唯一目録化された施錠対象で、つまり地域は一度の訪問で見落としの容器を気にせず片付けられるほど小さい. 地域は一度で掃討せよ。キャンプの護衛の巡回は、いったん警報を起こすと引き返しを罰する。
