The Abandoned Mine key opens AbandonedMine Fence. Orry of Old Camp carries it. Pickpocket during their daily routine for a clean steal, or knock them out and loot the unconscious body if stealth fails. Stealing it before combat is recommended - confronting the owner risks faction reputation and may lock you out of nearby quests.
If you would rather pick the door, a lockpick from any merchant works on it; the Abandoned Mine key just removes the dexterity check and the chance to break a pick mid-rotation.
