The Orc lever opens Free Mine winch gate in Free Mine. Acquisition is gated by a scripted scene that hands the key over during a specific dialogue, not by free-roam loot. It is recorded here for completeness; the bytecode does not bind it to a free-roam lock, so the wiki labels the entry as a scripted plot trigger.

If you would rather pick the gate, a lockpick from any merchant works on it; the Orc lever just removes the dexterity check and the chance to break a pick mid-rotation while you are in Free Mine.
